Update CHANGELOG for 4.6.0 Release #118

I have made initial update of CHANGELOG

I reviewed the changelog and switched Bamboo to the release candidates. The Windows Bamboo builds were having trouble, so I did some cleanup. I'll review this tomorrow to confirm that the release candidates were generated properly.

The release instructions mentioned that pom.xml needed to be updated, but I don't see a pom.xml for this project. Is there somewhere else in the code where we need to update the version?
