Vagrant Installation #82

Add Vagrant support in-contrast with https://github.com/Moonshine-IDE/Moonshine-IDE/issues/770.

Note that we already have an entry for Vagrant, but it only checks the status of the installation. In order to automatically install Vagrant, we will also need to install VirtualBox. These application will probably require admin access.
