Add LocalDomainAdmins to ACL #36

While testing an additional Genesis Directory today, I noticed that I could not open the SuperHumanPortal.nsf database while logged in with the admin ID (Demo Admin). To support this, I should add LocalDomainAdmins to the ACL as a Person group, with Manager access. I need to make sure this is preserved in my agent that generates a new copy of SuperHumanPortal.nsf for Genesis.

I made some updates for export application, and it should be ready for a release. Some changes:

I updated the logic to explicitly define the ACL configuration for the new database. This includes removing the existing entries first.
I also updated the logic to copy documents by view, so that DocumentationForm could be copied without the new CustomBookmark documents added for #30. The configuration documents will not be copied, and are instead explicitly defined in the Java code.
