Revisit FormBuilder Database for Configuration #10

From our discussion today, the ZoneMinder application is currently using bundled JSON files defined here. I would like to revisit reading from the FormBuilder database and agents instead, in preparation for using this application with a production database.

To assist with this, I would like to define some JSON files for populating the database on a local server with Project > Import Documents.

I added the example import files here. These were generated based on the old Resources files.

Some other updates:

I fixed some old configuration for the CamerasAPI configuration - this was based on an old project path.
Before I figured out the above issue, I recreated the AllowedTV form files (the name was previously AllowedTVs). We can revert this if it causes problems for you.

I have changed data policy from local to remote. The base URL can be update at here.

I encountered some problem during the above policy change, due to delayed data incoming and population of the relevant UI. The problem now handled.

Known issue: However, I noticed that selecting a different TV showing the cameras from earlier loaded TV, after today's change. I shall look into this.
