Just putting the original issue (user comment, blog post) into github issues format. I have not personally replicated this issue. Other information may exist in the comments it seems, such as:

• installing the DirectX SDK 9.0c August 2006 pack (link)
• or the april 2007 DirextX SDK (link)
• another confirmation (among many) that the DirectX SDK solves the issue (link)
• another user with versions/system info for more things (link)
• manually installing the SDK might also help (link)
• one user had a code change that seemed to work too (link)
