Background info for Tyrone: You are the military leader of an interstellar xenophobic and militaristic human empire. And as it is the 23rd century you will need some at least somewhat futuristic looking uniform fitting a militaristic head of state. Especially the last part of the speech is a big reference to starship troopers as well as memes originating from it. So knowing the source material should definitely help to deliver that part in the right way.

Directions: The video starts with the flag covering the complete screen https://i.redd.it/983rxnj4bd8z.png Then you see Tyrone fade in with his uniform (no kekistani emblems please) sitting at the desk starting the first paragraph in a half serious have comedic tone. When he starts the second paragraph, he turns dead serious from one moment to the other staring right into the camera as if he was going to kill someone while doing that speech part. Speech Text: "Fellow brothers and sisters, people of the Commonwealth of Man, this is Sky Marshal Tyrone speaking. Do you remember the old days? Lots of boredom, nothing happening... That's why some eggheads came up with the More Events Mod. Oh man, nowadays I don't even know where to look first. One of our colonies devastated by a giant space crystal, another one covered in edible dust... - what the hell, how did that even happen??? - our scientists chasing some kind of changeling through our empire and yesterday we found out, some nasty Grays tampered with our fucking DNA - Oh you can bet I'll have some things to say to those fellas messing with my stuff once I meet them.

As I am speaking to you, some filthy alien raiders are sacking one of our mining outposts. And I tell you: This has to stop! We must meet this threat with our valor, our blood, indeed with our very lives to ensure that human civilization, not Xenos, dominates this galaxy now and always!

I am doing my part. Are you? Join the Mobile Infantry and save the world. Remember, service guarantees citizenship. Would you like to know more? OH, I know your desire to know more intensifies right now." *laughing
