Expanded Crystal attack #539

Adding two planetary decisions, one tech and a building.

Planetary decision 1 : Remove crystal fields feature and remedy ecological damage (remove "bleak" or bring back "lush" (requires a flag being added to the planet at the time the damage is done) description : "This process will remove all traces of crystallines infestation. Ecological damages sustained due to it will heal over time."

Planetary decision 2 : Seed new crystal field feature on planet that does not already have one (requires "crystal cultivation" tech) description : "A crystal field will be seeded, providing increased mineral extraction as well as a source of rare crystals. However, continued crystalline growth will degrade this planet's ecosystem."

technology : Crystal Cultivation (requires the player to have chosen one of the two options leading to preserve the crystal field) description : "Advances in ecological adaption will allow us to seed new crystal fields within controlled environments. This process degrades the host planet's ecosystem, but damages will remain within acceptable parameters."

building : "Crystal Harvester" (planetary unique and requires crystal fields feature)
