Add option to set makepkg nice level #703

I would like to be able to set a nice level in paru.conf that would apply when building packages, so that my system stays (more) responsive during package updates. I haven't been able to find this feature in makepkg itself, nor in paru's current options.

You can probably put renice in makepkg.conf. Would rather it be there than in paru.
