Add some Off-line JS and CSS...

Hi @VictorZeng ,

I really do not want to bring all of these files into the project that are static and we only use, but do not modify. Please see the PR from @anjia0532 (https://github.com/Morningstar/kafka-offset-monitor/pull/18) where I stated that I would accept a PR that allows the URL for these components to be configured via a configuration file, but keeps the default (if you specify nothing) as the ajax.googleapis.com location. If you can submit a PR that does that, I will accept it. Thanks!

Hi @rcasey212, The ajax.googleapis.com location can't be accessed in China.
