Output overlays number #12

A number/overlay dictionary is needed. This shouldn't be hard coded. It can be in a CSV file. Please keep track of the overlay numbers that you use so we can compile them.

On further examination, the overlay numbers change with in each project. The layer names is the constant variable. Thus, the user should be able to enter the layer names and the software should be able to find them automatically.
