Fixed by restarting the heroku dynos. I've seen this bug with heroku before and it's always fixed by restarting the application.
I think we should put in a ticket with heroku or may need to move off of heroku for hosting.

The website is experiencing the same issue as of this morning. How do we keep this from happening when we launch sign ups?
I'm thinking we need to move from heroku to AWS or similar.

Site is now officially deployed on AWS. Branch with all the changes has yet to be merged.
