Script to build the tar.gz for the 2024 sprint

We need a script to prepare the tar.gz files for the sprint.

Requisites

• Fetch the datasets through the API and save as tar.gz in our minio server.
• if the file already existes, update or replace it.

Datasets:

• [ ] Infodengue Historico Alerta table from 2010 to today. ( @claudia-codeco can you specify the columns that should be exported?)
• [x] Climate data aggregated by EW for the entire period.
• [x] Population by municipality by year
• [ ] Table of holidays (specific dates from 2010 to 2024)
• [x] Climate classification (Koppen) - classificacao_clima.csv
