Setup config file with function

Need to write setup_config, read_config and write_config functions. The config file should be a yaml file.

• [x] setup_config takes in values passed in from main and stores them to private variables
• [x] read_config reads in the information from a config files and stores them in private variables
• [x] write_config writes out the local variables to a config file.
