Add Brazilian dataset #98

Closes #97

Creating the PR while the full pipeline reruns to make sure nothing broken. I'll mark when it's ready to review.

I had to update a bunch of packages to get this to work. Probably not the worst thing to use the newer versions anyway, but apologies that you'll need to reinstall some packages.

Don't forget to rerun fetch_data() to add the dataset before running the pipeline.
