Add up-to-date version of Decap at build time. #12

Currently there is just some version of decap staticly added to _static. THis is less than ideal as it is already about a year out of date.

Find some way to include it at build time from https://www.npmjs.com/package/decap-cms

reducing priority and impact. removing from 'core features' Decap is built with the assumption that it will be loaded from the CMS, switching may cause problems.
