8 months ago I'm guessing you chose Hard Gold for the edge connector, and that would increase the price a lot. You can use regular ENIG. Other than that I'm not sure why the price would be that high.
The milling statement does not apply to the MBC5 boards, only MBC3.
I'll attempt to make the instructions clearer.
