Implement rotation of manual ROIs #976

Description

This PR implements the rotation of manual ROIs by adding a handle to the GUI and encoding the ROI's rotation in output files once saved.

New feature (non-breaking change which adds functionality)

How Has This Been Tested?

This has been manually tested on our local environment:

Compared extraction processing time of unrotated manual ROIs & was not significantly different
After saving a rotated ROI, loaded stat.npy to GUI to confirm rotated ROI was correctly encoded in output files

This does not seem generally very useful. Please maintain it in your own branch if you need it.
