Zoom in / zoom out hot keys are broken on the map screen #615

Simple

Open map screen (maybe as part of the tutorial)
Notice how mousewheel (and pgup / pgdn?) does not zoom in/out as advertised

Hunt down the related UI logic and try to fix it!
