Rework: Tiered Augmets #205

some way to have an augment that can be incrementally upgraded, like the Modification infusion, but keeping with the dual handed recipes.

maybe use MowLib's dual handed crafting to be able to apply nbt tags and values if ones are specified?

string int min int increment int max (increment required if string exists, min/max optional)

item still gets popped in world when crafted, migth eb slightly annoying but meh.
