pick a game;
ensure that you have the rights to clone that game;
turn it into an open web application.

What about OpenTTD ? It's open source, it has a wide community, there is no web interface, and it can be useful to have a web interface with the MMO-like gameplay (openttd server, clients as web).

I would love to see a Gruntz clone build on web platform, actually someone started one clone in Java :

Micropolis (the open version of the original SimCity) - https://github.com/simhacker/micropolis - would be nice as a locally running web app. Someone already did a web version at http://micropolis.mostka.com/ so it might not be that hard to turn into a web app that can run offline on an FxOS phone.
