Hi @bastianhell I really like your idea. I'm wondering how you would advocate the public sector to use this framework?

Vision (second round)

A culture of open and sustainable public sector digital products and services

Hi! I like the idea a lot. The Vision and Mission statement seem very general, e.g. "public sector" and "public organizations". That feels like a broad swath. Do you have a specific type of user that is in mind. Thanks!

Maybe "public agencies" sounds more clear?. I´m referring to ministries, agencies, public enterprises (they have 50/50 shares with the State) and related. As for the users, the main users are the IT Directors, and anyone underneath related to the public software development cycle, whereas the stakeholders would be the citizens which are also users (like in the democracy framework).
