Using MoFo and MozFest travel policies as bench marks we will create DOS travel policies that can be shared with the community

[ ] @LauraReynal and @secretrobotron to read Mofo and Mozfest policies
[ ] set up meeting to combine policy points into a managable doc DSO can use asap
[ ] Share doc with @HolaHewitt and @alex and organise meeting to check proceedures
