Similar to https://github.com/MozillaFoundation/foundation.mozilla.org/issues/10256, we need to update this repo's app.json file to update any plans that reference hobby-dev to mini, in order to enable the creation of review apps.

For example: heroku-postgresql:hobby-dev -> heroku-postgresql:mini
heroku-postgresql:hobby-dev
heroku-postgresql:mini
This will allow us to a create a review app for the FRU update branch that stakeholders can take a look at.
