Ops - investigate resources missing in audit

In the OPS account there are a few things that weren't mentioned in the audit. First there's https://us-east-1.console.aws.amazon.com/s3/buckets/detailed-billing-storage-s3bucket-ywc3hhmcveey?region=us-east-1&bucketType=general&tab=objects , which is bucket that stores daily operations on aws accounts, daily operations from multiple accounts, Due to the daily usage, cost is shy under 100$ monthly. By doing weekly summaries or getting rid of them we could reduce the cost greatly. The second highest cost is due to public database snapshots https://us-east-1.console.aws.amazon.com/rds/home?region=us-east-1#snapshots-list:tab=public. Other than that, there are a ton of VPCs and subnets there, making it hard to move or delete

Account needs thorough investigation, as it appears to be running high priority mofo resources
