Hero Header questions

Choice of two headers or evolve article template?
How much control do we have over/is there a way to design the user input interface?

Finished large part of Hero Header design, first drafts here in this redpen. Design team is on board with moving forward with custom colour backgrounds and custom header type which will be two primary features of the new hero header. Work will be finished in this ticket: #8244
