[Interactive Report] Finish Summary Box Redesign #8445

See if the Summary box on Article pages needs any updates to reflect changes in the nav.

Possible things to address: Two column layout on desktop can cause confusion about reading direction as it currently is.

Redpen for the designs. Waiting on feedback from the design team.

This design has been finalized. We will be moving forward with design 5 that includes some refinements in line-height, padding, background colour and a divider line in between the two menu item columns. We will revisit in the future, perhaps with usertesting.com, to see if numbers are needed to reinforce reading order of the menu items.
