No title in home page header #66

Expected behaviour (How should it be)?

Each IHR page has a title in his header. ...

Actual behaviour (What is wrong)?

IHR home page in any language has no value inside a blank title tag. ...

Could you specify what would you expect? We have "How healthy is the internet?" on each page

I have no title in the header of the IHR home page.

The other pages haven't Internet Health Report in the page title (in the HTML header).

@dhakelila can we add "Internet Health Report 2018" as the homepage header next to the url
