Create SQS queue in Common Voice infrastructure

We need to send data from Common Voice to SQS to Cinchy

• [x] get access to CV infra
• [x] provision SQS staging and prod queues
• [x] Create IAM user for Cinchy and add to 1Password

This is done. Read-only users created for Cinchy and credentials stored in appropriate vault.

Credentials for writing to the queues have also been created and stored separately.
