Decomission StatusGator service

Background

This is a follow up on the issue Improve monitoring infrastructure #809: Questions to be discussed: Are StatusGator alerts useful? - this comment

Reason for decommissioning Statusgator:

• Statusgator is an outage aggregator.

• Most well-run services (github, heroku, Slack, AWS etc.) have a dedicated “Status website” such as: status.github.com.

  • Statusgator isn’t providing us with insights that aren’t already publicly available.

• Sustaining StatusGator requires monthly paperwork to submit receipts for charges to Finance. My perception is that the Statusgator service is NOT worth the billing paperwork.

• Status gator is implemented to send service status messages to a Slack channel. But these are low value communications and don't usually correspond to any service impacts to our systems. The messages from Statusgator are mostly channel noise.
