Should we separate language independent content from language specific content? #29

This guidebook contains a lot of helpful content that is language independent (for example: License, Github Flow, Code Review, Deployment, etc). This content is currently mixed in with a language specific content pertaining to our most popular technology stack.

This is problematic since we can't assume that all Mozilla Foundation projects use this stack. A good example of this is Jisort, an Android app that is mofo-standards compliant. This guide provides a good opportunity to create a centralized resource for employees and first time contributors alike to learn more and become proficient at the best practices described in this guide.

To limit the scope of this guidebook would be to squander away a good opportunity to create not only a centralized resource, but to also improve the contributing experience by ensuring that all are dealing with the latest and most up to date information, regardless of project age.

Discussion is welcome, I'd love to hear feedback on this 📚
