Create a simple React boilerplate that can be cloned as a starting point for new projects.

Basic Requirements:

Integrates and extends mofo-style
Has a clear folder structure / scaffold
Doesn't try to do-all-the-things (AKA: Not a framework. Edits should be additive, not subtractive.)
Uses npm as a task runner and has standard tasks set up (eg: linting, transpiling)
Includes MPL license
Includes CONTRIBUTING.md

@gvn - would you say this ticket is still needed? If so, maybe the Women and Web Literacy webpage can serve as the forcing function.

I'm not sure. Maybe? We still have 2 hubs to build so it could be useful.
