Implement our program management structure for the Digital Skills Observatory (DSO) project (aka Gates &Kenya) Need to decide methods of communications, repository etc.

Suggestion for first step: establish weekly call to take place until the project is bootstrapped / off the ground.

Possible to set it up for this week / early next?
