Phase 1

Build a static page to host last year's reports and imagery.

Make the research website a blog to constantly publish small updates.

Phase 3 should probably be an experiment in turning a PDF into a series of blog posts so that the content is more accessible to people that want to find specific details/stories/profiles/stats. It can be a lesson in how to publish that material in small bits, tagging it appropriately.
