Restore menu items for OpenAL effects #64

Maybe we should tone down the doppler effect default. When it's set to 5, I can just barely notice a pitch difference when firing the Plasma Rifle while standing still, compared to when the effect is at 0. It's not as noticeable with something like 3, though. What do you think?

Doppler effect at 5 is already reducing the effect to 1/4 of what is considered the realistic value (that's 10). If you can hear it, but it's not too overdone, that's a good sign. Then it's clear to user that it's working as intended. You could also ask your previous testers what they prefer.
