Very 😄 end of life GitHub actions stopped supporting completely No real use cases

Minimal version will be 3.6

[ ] Update packaging
[ ] Update function definitions (for linting)
[ ] Remove ifs that check python version
[ ] remove from future
[ ] Bump major version
[ ] Remove P2.7 support from regression + remove recorder P2.7 data
