An idea: stats like a currency and state satisfaction system where you can spend money on things like weapon factories to grow your state faster. but the thing you invest in has a direct or indirect effect on how happy people are with the state. A tug of war system in a way where you want to keep all stats high but each of them interfere with eachother in some way so you have to think carefully on what you want to invest in
