namespace the blacklight rake tasks so they don't conflict with app-level rake tasks #479

CODEBASE-294: We need to namespace the blacklight rake tasks so when Blacklight is inside another project we don't get conflicts. This is particularly a problem for the hydra project and the "rake spec" task right now.
