[Event] Preperations for Race Map Purchases Event #794

This commit will reduce all race map prices to 10 GC and removes the random map in between the purchased maps.

This PR will be merged at the start of the event and will be reverted at the end of the event.

This event will be announced soon (SPOILERS Jeez)
