Cookie-consent setting box and language offer box styles set individually. also some enhancement for mobile devices. (narrow width)

What's changed to accomplish [problem / feature] described in issue

Sliding message box size and color styling are removed.
Box size and color styling are set for the cookie consent setting box and language offer box individually.
A wrapper is added for each cookie check box and language offer box for styling.
Media(ccs) added for better mobile view.

Coding rule check is done [yes]
