Initial support for Russian region

Tested on Android (MINIX Neo U9-H) and Windows with premium account.

TODO:

• Proper premium user detection in netapi.py startplayback(). I don't know what is analoge of checking "Change user" in russian version, I'm using "Switch player" button text above the video player frame. Maybe just enough to check video player and "file: ..." presence in html...
• urllib.quote_plus() in view.py doesn't work with unicode strings. In this case I'm using conversion to utf8. Code review or additional testing on other localizations/regions/devices is required.

"Change user" is a misspelling of Wakanim for the german and english language. I checked with a proxy "Переключить плеер" is the right string.

Also i tested your utf8 conversion, it works.

Checking for "file: ..." is not enough, even without being a premium user you will have this link, but they will return "Error 000008" or something like this.

I have done the changes myself, now I will submit the update to the Kodi Repository :)
