feat(obs): Added OBS support via script #5

Make usable AgX usable in popular video recording/streaming application OBS.

This resolves #4 .

Changes

Modified the repo structure :
- hlsl/ content moved to own reshade/ directory
- hlsl/ is now empty with a single README for redirection
Added obs/ directory with content
Improve the root README

OBS implementation

Via lua and hlsl. The hlsl code is ~80% similar to the one used for reshade.
