Signs can be placed in protected areas. #44

What steps will reproduce the problem?
1.Try placing any block in a protected area.
2.Try placing a sign (or painting) in a protected area.

What is the expected output? What do you see instead?
You can't place any blocks, you shouldn't be able to place signs or paintings, 
but you can, even though you can't destroy them afterwards.

What version of the EpicZones are you using?
v0.18 (latest)

What version of craftbukkit are you using?
Latest recommended build.

What version of Permissions are you using?
Latest version

This seems to happen for signs and paintings, not sure if any other items are 
affected. They can be placed by anyone in a protected area but then not broken 
again.
(Didn't attach my settings as i don't think they're needed for this and i don't 
have them at this PC :P)
