Owners cannot build in their zones

What steps will reproduce the problem?
 Can't really reproduce it, it's just happening. Owners can't build in their own zones or others' zones. The permission groups are put in case sensitive and it still isn't working. I have a rented server so I dl'd the plugins off mine and ran on a test server on my laptop and included the log.

What is the expected output? What do you see instead?

What version of the EpicZones are you using?

0.20.1

What version of craftbukkit are you using?

What version of Permissions are you using?

2.7

What other plugins are you running?
included a rar of them

Zones.rar doesn't seem to have zipped up properly (0 bytes) can you please 
re-zip and upload that.
