Implement Ansible Galaxy as a part of AWX-RPM

If you mean the mis-named and mis-split "ansible" buindle, which should have been called "ansible_collections", I've build hooks for it over at https://github.com/nkadel/ansiblerepo/ . It requires up-to-date versions of ansible-core as well, and Red Hat publishes those directly but doesn't keep them completely up-to-date in the RHEL yum repositories.
