specific enchanted books in chests #18

I want a specific enchanted book to be available in chests. how can I specify the enchants to apply?

What does /ob chest do and how does it help with the original question? Doesn't work from the console and doesn't seem to do anything as an op player and there doesn't appear to be any documentation about this command or how to use it.
