Description: Implement rearrange the order of chapters within a book, and the new order is saved.

Acceptance Criteria (AC):

[x] Endpoint exists for rearrange the order of chapters (e.g., [POST] /api/v1/books/{bookId}/chapters/rearrange body: { prevIndex: 0, nextIndex: 3 }).
[x] Strictes a range.
[x] Avoids the situation where prevIndex is equal to nextIndex.

Definition of Done (DoD):

[x] Code has been reviewed and approved by peers.
[x] All acceptance criteria are met.
[x] No existing functionality is broken.
[x] No console errors or warnings.
