Description: Implement publish or unpublish the book at any time, and the book's status is accurately reflected in the system.

Acceptance Criteria (AC):

[x] Endpoint exists for publishing the book (e.g., [POST] /api/v1/books/{bookId}/publish).
[x] Publishes a book that is draft.
[x] Endpoint exists for unpublishing the book (e.g., [POST] /api/v1/books/{bookId}/unpublish).
[x] Unpublishes a book that is already published.

Definition of Done (DoD):

[x] Code has been reviewed and approved by peers.
[x] All acceptance criteria are met.
[x] No existing functionality is broken.
[x] No console errors or warnings.
