Description: Implement getting genres structure with category and genres by category.

Acceptance Criteria (AC):

[x] Endpoint exists for getting categories and genres (e.g., [GET] /api/v1/metadata/categories-and-genres).
[x] Endpoint has anonymous access

Definition of Done (DoD):

[x] Code has been reviewed and approved by peers.
[x] All acceptance criteria are met.
[x] No existing functionality is broken.
[x] No console errors or warnings.
