Where do I even download this tool. #18

I went to try to download this and both links are not working or are malware. I also can't seem to find the link to download on WiiUBrew at all. If someone could help me all I need is this tool and then I am all good.

use visual studio to build it by yourself.

I got it from here. Seems to work fine.
