Suggestion: Different cost for towns and plots per world #1195

Describe in detail what your suggestion is, *make sure you search ALL
issues,* do not submit something that has already been suggested:

Is there a way and if not can you add one to allow a world by world town and 
nation start price and plot cost?

it could be something you add to the World's config option making it so when a 
new world is made the price is the same as the main default config so if people 
do not wish to use this option they dont have to but if others like me wish to 
they may easily change the value in the worlds config. This can be very useful 
to those who have more then one world in there server and wish to separate the 
worlds by value of living.

For example in my server i have 3 worlds i plan to be making one is the 
starting world so it will be an average price to buy a town there and to expand 
your town. The 2nd will be an ice world so little in the way of top resources 
like trees and wild life so the town cost will go down but the expansion cost 
will be the same as the first world. the 3rd world would be a sky land world 
this world is were the rich live as such the cost for buying a town here is 3 
times that of the 1st world and buying extra plots for your town is also very 
high. 

If you add that option if its not already there and i missed it it would help 
expand what you can do with this plugin greatly you could even set it up were 
each world has there own  min_distance_from_town_homeblock and 
max_distance_from_town_homeblock that way you could have it were the skylands 
was a small distance because there are islands floating everywhere so why not 
have the towns close together were the ice-world would be a large distance 
because its to show how far apart everyone is in the cold environment
